Collaborative business relationship 

VA SYD has decided to procure a contractor in a collaborative business relationship for the construction of the new Sjölunda wastewater treatment plant. The contract will include design and construction of the buildings and the process part of the treatment plant.

Building the new Sjölunda wastewater treatment plant is a challenge in many ways. Mainly because the work will be carried out on the site of the existing plant while it is in operation.

– We are now working intensively to establish all the necessary conditions and prepare as thoroughly as possible for a successful start to the implementation of the collaborative business relationship contract. One of the most important aspects of this phase is to establish good cooperation within VA SYD, so that we can build a truly excellent wastewater treatment plant and create the best possible conditions for putting it into operation, says Kristina Olofsson, Project Manager for the New Sjölunda project.

A close collaboration

The procurement objective is to find the contractor with the very best ability to carry out a large and complex project in close collaboration with VA SYD. The client and the general contractor will together engage other necessary partners in order to successfully complete the contract.

We acknowledge that there are many remaining uncertainties in the project, including the requirements for maintaining full operational capacity at the existing treatment plant at all time. Therefore, we will consider costs up until full operational status, including during the warranty period, as project costs. On the other hand, we expect the general contractor to work alongside us in managing the budget as effectively as possible, says Magnus Jakobsson, Production Manager for the New Sjölunda Project.

Common goals and cost focus as cornerstones of the collaboration

The New Sjölunda project is based on a model where the client and the contractor organisations complement each other in working towards common goals, with a strong focus on cost control. In order to establish an efficient and transparent collaborative organisation, every role will be assigned to the most suitable individual, irrespective of organisational affiliation. The governance is overseen by a steering group consisting of an equal number of representatives from both the client and the contractor organisations.

Current activities

  • Prequalification of contractors for the collaborative contract, where all those who met the requirements received the tender specifications in August 2025 
  • Project Automation published a Request for Information (RFI) in mid-September 2025
  • Construction preparations such as developing the time plan, analysing constructability, and planning for the construction phase
  • Early design work, design preparations, and defining the scope and project requirements
  • Development of procedures for health and safety, environmental management, as well as general health and safety requirements
