The contract to rebuild the Sjölunda wastewater treatment plant has been awarded to the Skanska-VINCI consortium
On 15 January, VA SYD made the award decision in the procurement for New construction Sjölunda wastewater treatment plant – the major contract within the New Sjölunda project, which includes the reconstruction and upgrading of the existing wastewater treatment plant. The consortium consisting of Skanska Sverige AB and VINCI Construction Grands Projets was awarded the contract based on the established procurement criteria.
The procurement process for the new construction of the Sjölunda wastewater treatment plant began on 1 April 2025 with an invitation to submit qualification documentation, and the deadline for applications for qualification was 28 May 2025.
Based on the criteria, three candidates were qualified to participate in the procurement. On 15 August 2025, the tender documents were issued to the qualified tenderers, and the tender period closed on 5 November 2025.
Two tenders were submitted and evaluated in accordance with the principle of the most economically advantageous tender, taking into account the best balance between price and quality, based on the following evaluation criteria:
- Price
- Organisation
- Start-up of the works
Following the tender evaluation, the consortium comprising Skanska Sverige AB and VINCI Construction Grands Projets was assessed as submitting the most economically advantageous tender. The award decision was taken on 15 January, and a standstill period applied until and including 29 January.
The contract between VA SYD and Skanska Sverige AB / VINCI Construction Grands Projets for the New Construction of the Sjölunda wastewater treatment plant was signed on 4 February 2026.
Scope of the New Sjölunda project
The new wastewater treatment plant, featuring a new treatment process, will be constructed on the same site as the existing wastewater treatment plant while it remains in operation. The work will be carried out in phases with temporary connections.
- Construction period: 8 years (2027–2035)
- Treatment capacity: 820,000 population equivalents
- Maximum flow: 10 cubic metres per second
- Site area: 600 × 350 metres
- New structures: approximately 20, totalling 30,000 square metres
- New outdoor basins: 40,000 square metres
- Pipes: 10,000 metres
- Concrete: 60,000 cubic metres
- Excavation: 180,000 cubic metres
- Outfall pipelines: 2 pipelines, 4 kilometres in length, 2 metres in diameter
About the collaborative contract
A main contractor has been procured to deliver on the contract New construction of the Sjölunda wastewater treatment plant, in close collaboration with VA SYD. The contract covers both new construction and upgrading of the existing wastewater treatment plant and includes the design and construction of all plant components, including the process facilities.
The work will be carried out within a joint project organisation that, together, engages all other partners required to deliver the contract.
